Harris vs. the Environment

A recent letter to the editor of the Star Democrat in Easton asks that patience be extended to Andy Harris regarding his positions on the environment since he has been a Congressman for less than a year. While seemingly fair, this observation ignores Andy Harris' abysmal environmental track record while serving several years in the Maryland State Senate.
Andy Harris has a problem. Many District 1 Republicans support efforts to protect the Chesapeake Bay. He needs to reconcile the views of many constituents and the Republican agenda and its demagogic opposition to governmental regulations. Most District 1 residents want cleaner water and air and thanks to legislation passed by previous Republican administrations we have the regulatory tools. A report issued by the Bush II administration noted that for each dollar invested in clean air there is an eight dollar return. All regulations are not anti-business.
Efforts to finesse this negative image are emerging. For example, Harris recently proposed legislation to study algae bloom in the Bay. Sounds pro-environment until one looks further. The scientific consensus: we know what is causing algae bloom what we need is action to stop it not another study. Another strategy is to be recorded on votes that will not pass, a classic maneuver used by both parties when they don't need a vote from a particular legislator. A recent Harris press release noted his vote on an appropriations bill amendment that would protect the Gray Wolf under the Endangered Species Act. But the amendment was soundly defeated.
Andy Harris's public positions do not reflect support for our natural heritage in general and the Chesapeake Bay in particular as is increasingly evident even to those who would otherwise support him.
