Rep. Andy Harris has expressed concern about the bay, attempting to please his constituents; but his actions have favored polluters.
In February he voted to cut spending to clean up the pollution causing dead zones. In June he voted to cut spending to help farmers reduce pollution. He also recently voted to overturn the Clean Water Act, which provided a federal safety net to protect water quality.
States have done little to protect the bay over the past three decades, and good intentions, market solutions, and voluntary efforts have made little headway. We can no longer continue to ignore the destruction of a great natural resource, in effect agreeing to a diminished Eastern Shore economy.
Rep. Harris may no longer wish to appear committed to undermining the health of the bay, as he has recently introduced a bill to fund more research into the algae blooms that cause dead zones. More research could be helpful, but is not likely to be nearly as effective as reducing pollution.
His bill requesting more government spending is not what we expected, either. After all, as long as an opportunity for profit exists, the marketplace will offer solutions. The Clean Water Act would provide that incentive. If goals must be met, the market will respond. With little incentive to move forward, it seems far more likely that the status quo will prevail.
