Electoral College Power Play

Regarding Harold Meyerson's Sept. 21 op-ed in The Washington Post, "Rigging the electoral college":

Efforts in Pennsylvania to distribute electoral college votes by congressional district would further perpetuate what has
long been recognized as an undemocratic accommodation by the Founders to sectional concerns. As bad as the current statewide
winner-take-all arrangement may be, at least state boundaries remain constant. 

Congressional districts are constantly in flux as both parties pursue their once-a-decade gerrymandering ploys to ensure party
advantage. Pennsylvania's plan would place the presidential election process in the hands of local power brokers. To suggest
that this is more democratic for the American people is to ignore how politics functions.
